BSNL has launched BSNL FMS (Franchisee Management System), an online comprehensive portal that enables its partners, franchisees, and TIPs to manage sales of Bharat Fiber (FTTH)/Other telecom services and also allow them to carry out customer onboarding & service maintenance.
In this model, Franchisees can signup via the FMS portal, take care of all customer services and offer broadband/fibre/mobile/landline connections to their customers.
What makes the FMS Portal necessary?
A Facility Management Software (FMS) portal is an essential operational requirement for modern industries since it offers a central, cloud-based system which takes the place of manual and error-prone spreadsheets by providing real-time operational visibility, enabling workflow automation, and allowing for asset control. The BSNL FMS (Franchisee Management System) portal is an online platform which is used by BSNL’s partners and employees for the management of customer connections, billing, services and field operations.

Partners use it in order to quickly activate new services (for example Bharat Fiber FTTH connections) which have been requested by users.
With the portal teams can keep an eye on, record and log any faults relating to a network or connection in order to speed up service restoration.
With regard to invoicing and payments, franchisees are able to track customer payments, look at the draft or provisional invoices that are produced on a monthly basis, and carry out GST reconciliation.

- Visit the BSNL Partner Registration Portal.
- Complete the sections of the form that are required, entering your Company Name, Surname, Address, Telecom Circle, and SSA (Secondary Switching Area).
- Enter your message or details into the text box specified.
- Click the Submit button.
- Hold until a BSNL executive has looked over your submission and then gets in touch with you about the next steps.

- Open your web browser and visit the official BSNL FMS Portal.
- Enter the Username that has been assigned to you in the username field.
- Enter the password that has been assigned to you in the field marked ‘password’.
- To open your account dashboard, click on the Sign In button.
Costs included to become a BSNL FMS franchise partner:
The monetary cost to become a BSNL franchise is broken down by specific financial categories:
- Administrative and application fees – Onboarding fee: between ₹500 and ₹685 (this includes base registration, mandatory stamp duties, e-signing, and GST) for the basic digital Business Associate onboarding.
- The franchise brand processing fee is ₹5,000, which is a non-refundable application fee to be paid by demand draft for standard circle-level or e-distributorships.
- For refundable security deposits, the earnest money deposit (EMD) of ₹2,00,000 submitted together with the Expression of Interest (EOI) will be converted directly into your permanent security deposit once your application has been approved.
- Performance Bank Guarantees (PBG): The PBG varies according to the category of your assigned territory and must be submitted before signing the final contract:
- For Class A Territory: a bank guarantee of ₹3,00,000.
- For Class B Territory: a bank guarantee of ₹2,00,000.
- For Class C Territory: a bank guarantee of ₹1,00,000.
To purchase large quantities of BSNL inventory—such as SIM cards, recharge vouchers, and hardware—the amount of infrastructure and operational capital, as well as working capital, should be between ₹5,00,000 and ₹10,00,000, with the inventory being issued once the money has been received in advance via RTGS or cheque.
To secure a commercial office workspace, computer systems, and local retail delivery operations, the cost ranges from ₹50,000 to ₹1,500,000.

Technical and System Limitations

Jio Partner Central and Jio Partner World: Reliance Jio’s all-embracing ecosystem for channel partners, distributors, and fibre technicians to carry out installations, manage the lifecycle, and handle the sales processes.
Airtel Partner World is Bharti Airtel’s central portal for channel partners, enterprise distributors, and digital resellers. They use it to manage provisioning, track commissions, and handle daily tasks. Vi Business and Partner Portals are Vodafone Idea’s dealer and enterprise partner networks. They use these portals to manage channel sales and retail distributions.

The paper-intensive system used by BSNL FMS has now been transformed into a seamless digital operation, enabling its local partners to manage their customers, repair technical faults, and keep track of their own funds online; this in turn has allowed BSNL to reduce delays, maintain satisfaction among its partners, and compete more effectively in the present-day telecom market.
