Serangan Village is part of the Sanur tourism area, Denpasar City is an island located on the southern coast of Bali Island which has various tourism potentials such as environmental and socio-cultural charm so as to attract tourists to visit. The main tourism potential in Serangan is the turtle tourist attraction. According to the Medium-Term Development Plan (RPJM) of Denpasar City for 2010-2015, it is stated that the development mission of Denpasar City is to strengthen the identity of the people of Denpasar City based on Balinese Culture.
Empowering the people of Denpasar City based on local wisdom through creative culture, realizing good governance through the enforcement of the rule of law (law enforcement), improving public services towards community welfare (welfare society) and accelerating growth and strengthening community economic resilience through a populist economic system. . With reference to the mission of community empowerment based on local wisdom through creative culture, the Denpasar City Government developed a festival activity as a tourist attraction in Serangan Village, entitled Serangan Island Green Festival.
The Enchantment of Serangan Island Festival is an annual program held in November featuring activities rooted in local wisdom and community participation. The purpose of the festival is to improve the community’s economy through tourism activities. This activity emphasizes the promotion of the potentials that exist in Serangan Village and the development of environmentally friendly tourism. This is reflected in the series of events, exhibitions and activities that are displayed such as the campaign for cleanliness, reforestation, educational seminars, reviewing ecological tourist attractions (ecotourism), reviewing and developing mangrove forests (which are termed in the festival as a green circle), development and planting coral reefs, as well as the release of baby turtles (turtles) into the sea.
The Enchantment of Serangan Island Festival is interesting to study because it is in contact with various community interests. Internal interests must involve the participation of local communities, which so far have not been optimal in their implementation. Tourism development in Denpasar City in general and Serangan in particular should lead to the development of quality, sustainable and community-based cultural tourism. The implementation of tourism development in Denpasar City is expected to be carried out systematically (systemic), holistic (holistic), integrated (integrated) and involving community participation (participatory). (Manuaba, 2009:2)
The emergence of the sustainable development paradigm indicates that there are two perspectives, namely the involvement of local communities in the selection, design, planning and implementation of programs or projects that will color their lives, so that it can be guaranteed that the local community’s perceptions, attitudes and mindsets as well as values and knowledge be fully considered; while the second is feedback which is essentially an inseparable part of development activities (Jameison, in Mikkelsen, 2001: 63). Meanwhile, according to Pretty in Mowforth & Munt (2000:245) there are seven characteristics (typology) of participation, namely: 1). Manipulative Participation, 2). Passive Participation, 3). Consultative Participation, 4). Incentive Participation, 5). Functional Participation, 6). Interactive Participation, 7). Independent (self mobilization).
Community participation in several scheduled activities, namely:
a. Clean & Green Activity Campaign
One form of activity that involves the Serangan community is cleaning activities carried out by community components and other participants. The participants involved came from students from schools around Denpasar City and Denpasar City government employees. Cleaning activities are carried out along the coast, mangrove forests, along roads in Serangan Village and on artificial rivers or canals. This cleaning activity is useful to motivate the community of Serangan Village to have more responsibility in protecting their environment, this is important because from observations there are complaints from tourists who visit Serangan Village that cleanliness is very poorly maintained.
b. Attack Culinary Festival
As one of the main attractions that are prepared, culinary festival activities are very important to be displayed. This culinary festival presents a variety of typical food products from Serangan Village, which are generally made from seafood. Preparations for the implementation of this culinary festival are carried out in stages starting from the preparation of places, namely in the form of stalls with an elongated shape and face to face in the area that has been provided. Further preparations, representatives of traders are taken from the banjars in the village of Serangan, this representation system is carried out to fulfill the element of equality among the people who want to participate. Furthermore, every year the community will take turns getting the opportunity to sell culinary products.
c. Attack Potential Exhibition
Serangan has the main potential of abundant nature, but not all of them are well informed to the public, therefore, through the Enchantment Festival of Serangan Island, it is hoped that all the potential that exists can be displayed to visitors. Natural potential is the main potential that will be developed in Serangan Village in addition to its cultural potential. The natural potential that exists are: mangrove forests, coral reefs, turtles and their habitats, ornamental fish, stretches of beach, good sea waves for surfing and others. This potential has not been maximally explored for further development due to the absence of a more integrated handling of promotions between the local government and the local community.
