Prelims (MCQs) followed by Mains (Subjective) and
Interview/Personality Test; all of which fall under the umbrella of Civil
Services Examination (CSE).
The inclusive nature of the CSE allows citizens aged between 21 to 31
years of age (minimum Graduates) from all disciplines to be equally poised
enough to face the exam on a level-playing field. The CSE is seen as a test of
immense conviction, and will-power; where an intelligent mind, good analytical
and logical faculties and an industrious nature are prerequisites for success. With
a largely holistic syllabus facilitating 360-degree coverage of subjects such as
Indian and World History, Geography, Ethics, Integrity and Aptitude,
Governance and Public Administration, Science and Technology etc. The
examination provides just the right fodder for an inquisitive mind to prepare and
mould oneself for a life in public service.
On the event of successfully qualifying the 3-stages of the examination,
selected candidates are then enlisted into the “All India Services” comprising of
IAS, Indian Police Service (IPS) and Indian Forest Services (IFoS) and 19 other
allied services such as Railway Service, Revenue Service, Postal Service etc;
based on the rank secured.
These officers may also be sent on deputation outside India, and get an
opportunity to engage with prestigious Inter-Governmental Organizations such
as International Monetary Fund (IMF), the Asian Infrastructure Investment
Bank (AIIB), the United Nations (UN) and Asian Development Bank (ADB) to
name a few. Despite being considered as one of the toughest examinations in the
world, with a success rate of 0.1-0.3 percent; nearly 8 lakh candidates appear for
the CSE, on a yearly basis, hoping to serve the society as a change-maker and
take complete accountability for promoting impartial and responsive action
against ongoing injustice with perseverance, patience, rationality, integrity and
admirable leadership qualities. This only goes to highlight the timeless charm of
the CSE (irrespective of the recent shift in job preferences favouring the fast-
expanding IT world) and the willingness of the candidates to seek experiences
beyond the ambit of a well-paying desk-job.
An IAS officer functioning as a civil servant is expected to perform the
following functions throughout his/her tenure-
Provide a basis of government via constituting a major part of the
administrative machinery for implementing policies.
Serve as an instrument for implementing laws and policies.
Participate in policy formulations which stand a chance to positively
influence human actions in almost all walks of life.
Provide continuity and aid with the smooth transition of Government.
